NYT Article – For a Bounced Check in Dubai, the Penalty Can Be Years Behind Bars

Article from the NYT that summarizes the situation well.

On one hand – you have people putting up brochures, selling apartments to be built on land that they don’t own, collecting 30%, 40% payments – all with impunity.

On the other hand, bounce a cheque and you go to jail… even if you are getting shafted by one of the above schemers.
